This has created a stir in the battalion. Recovery has also been imposed on the concerned personnel and officers. The amount of recovery ranges from eight hundred rupees to 59 thousand rupees. Sources in the force headquarters have confirmed this matter. All these personnel have been asked to give their representation by September 10. Assistant Commandant GP Singh, JS Sahebrao, Rajiv Kumar, Prajwal NP and Subedar Major Rajesh Kumar included in this list also have to give their representation within ten days.
According to sources, a 'Court of Inquiry' has also been held in this case of the second battalion. Commandant Ratti Kant Behera has also been under the purview of the Court of Inquiry. Serious allegations were made against him. Questions were raised on the purchase of centralized ration at excessive rates, wood (firewood) and LPG cylinder purchase process. According to an officer, an investigation has also been conducted against the CO in this case. No action was taken against him, but recovery was imposed on more than forty personnel including four-five officers. It is alleged that company commanders were forced to use wood (firewood) in place of authorized fuel. In this case, allegations have also been made like pressuring subordinate units to make fake bills with the aim of hiding wrong purchases.
Sources said the commandant has been given a clean chit in the Board of Officers' inquiry. The allegation is that the entire blame was put on more than forty subordinate personnel. These include four newly appointed assistant commandants. They had no real control over any kind of procurement decisions. This conclusion is not only contradictory and unjust, but it also reflects the reality within the CRPF that the commandant has complete control over all procurement decisions and approvals.
Subordinate officers are forced to follow the orders only because if they protest, they face the risk of departmental action and harassment. Whenever an inquiry is conducted in such cases, action is taken only against lower level officers and jawans. A recovery of Rs 6666 has been imposed on Havildar Ninama Kantilal in the case of purchase of firewood. A recovery of Rs 3333 has been imposed on Havildar Dhanesh Kumar for purchasing firewood, Rs 6668 on Inspector Sanjiv Kumar and Rs 10,000 on ASI YVR Reddy in the case of purchase of firewood and Rs 4163 in purchase of LPG cylinder.
A recovery of Rs 6666 has been imposed on ASI Sharad Chandra Baishya for purchasing fire wood, Rs 892 on ASI Kishan Lal Yadav for purchasing LPG cylinder, Rs 10000 on ASI Bijendra Bahadur Singh for purchasing fire wood, Rs 3567 for purchasing LPG cylinder and Rs 4163 for purchasing LPG cylinder has been imposed on ASI N Jaba Salim Raja. A recovery of Rs 56672 has been imposed on A/C Janghare Sarang Sahebrao for purchasing fire wood and Rs 30135 for purchasing LPG cylinder, a recovery of Rs 5833 has been imposed on Havaldar Parmanand Yadav for purchasing fire wood, Rs 5833 on Havaldar Rajavel for purchasing fire wood, Rs 3333 on Havaldar Santosh Yadav for purchasing fire wood and Rs 3306 for purchasing LPG cylinder. Recovery of Rs 6666 has been imposed on Havaldar Rinku Singh for purchasing fire wood, Rs 1189 recovery has been imposed on SI Anuj Kumar for purchasing LPG cylinder, Rs 16666 recovery has been imposed on Havaldar D Prakash M for purchasing fire wood, Rs 12236 recovery has been imposed on A/C Rajeev Kumar for purchasing LPG cylinder, Rs 6666 and Rs 4756 recovery has been imposed on SI Sunil Kumar. Recovery of Rs 7935 has been imposed on Inspector Prabhugaud Biradar for purchasing LPG cylinder, Rs 10000 on Havaldar Abhishek, Rs 10000 on ASI Subhash Chandram, Rs 10000 on Havaldar Kamal Singh Kushwaha, Rs 59099 recovery has been imposed on SM Rajesh Kumar in purchasing other goods, Rs 36003 recovery has been imposed on A/C Prajwal NP for purchasing fire wood. The names of many other personnel are also included in this list. Recovery has been imposed on them also in the matter of purchase of fire wood and LPG cylinder. In this case, an officer of the force headquarters said that the case is being investigated. Answers have been sought from the personnel. No injustice will be done to anyone. Action will be taken as per the rules of the department.
